Overview
The Borough Clerk is an essential municipal officer who serves as liaison between the residents of Stockton Borough, the town administration, and elected officials. As dictated by New Jersey state statutes, the Borough Clerk acts and serves in the following positions:
- As Secretary to the Governing Body, attend all Borough Council meetings, and be responsible for the preparation of the agendas and minutes for those meetings. Maintain originals of minutes, ordinances, and resolutions.
- As Secretary to the Municipal Corporation, the custodian of the municipal seal, and keeper of the municipality’s records, including all minute books, deeds, bonds, contracts, and archival records.
- As Chief Administrative Officer of Elections, certify Council vacancies, recommend polling places to the County Clerk, and perform other election duties.
- As Chief Registrar of Voters, provide residents with voting forms, and ensure completed forms are submitted to the County.
- As Administrative Officer, accept applications, issue licenses and permits, and conduct business with other municipal departments.
- As Records Coordinator and Manager, implement the local archives and records retention program as mandated.
- As Records Coordinator and Manager, the Borough Clerk is responsible for implementing the mandated local archives and records retention program.
Vital Statistics / Registrar
Marriage License
Marriage license applications are by appointment only: no walk-ins. Call or email (preferred) Kim Franklin, Deputy Clerk, or Laurie Courter, Borough Clerk, to schedule an appointment.
Schedule at least one month in advance of the ceremony, regardless of whether you have a date already planned. The office has very limited part-time hours.
NJ Residents: Apply for a marriage license in the New Jersey municipality where either party lives. The license is valid across New Jersey.
Out-of-State Residents: If neither applicant is a New Jersey resident, submit the application in the municipality where the wedding will take place. In this case, the license is only valid in that municipality.

Vital Records
The Borough Clerk records births, deaths, marriages, civil unions, and domestic partnerships in the municipality in which they take place. Applicants must provide proof of relationship.
Vital records are not open public records as they contain sensitive personal information. Therefore, we cannot provide information or verify the existence of specific vital records over the phone.

OPRA Requests
An OPRA request is a formal, written request made under the Open Public Records Act that requires public agencies to make records readily accessible to citizens, with certain exemptions to protect privacy and public safety.
Requests must be in writing, completed, signed, and dated. Please be as specific as possible in describing the records being requested.
Also, please note that your preferred method of delivery will only be accommodated if the custodian has the technological means and the integrity of the records will not be jeopardized by such method of delivery.
Dog & Cat Licenses
In New Jersey, pets are licensed annually through the owner’s municipality. This applies to dogs aged seven months and older and cats of reproductive age.
Owners must present proof that the pet has been vaccinated against rabies by a licensed veterinarian and that its immunity will extend for at least 10 months of the 12-month license period.
